He said he was called on by God to make the career change.

The director asked him to build a program Web site."I had no idea how to build one," he said.

"I often put my foot in my mouth, so I said, 'Why not?

'"Empie had help, and it took him three months.

He loved developing Web sites and soon began his own, which stood for Jesus & Jeremy Web Pages.When Empie recently sold the business, he had built his client base to more than 80."I'm going from making a living to not having a salary at all, but I'm so happy," he said.

To ensure the full utilisation of quota for physically challenged persons, it has been decided to treat the backlogs with respect to physically challenged persons in the same way as backlogs for the SC/ST categories.

Union Public Service Commission will recommend physically challenged candidates after ensuring that they meet the prescribed eligibility criteria in terms of abilities/disabilities for identified services where vacancy exists.

The eligibility for availing reservation against the quota for physically challenged persons would be the same as described in the Persons with Disabilities Act, 1995.

Specific eligibility criteria as set by the Government for identified services/posts would have to be met by physically disables candidates.

The implementation of these decisions shall be with prospective effect.

"Kevin was a very loving father," described Paul.

"His biggest passion and pride was his children." Paul told News 11 Kevin was very active in his kids' lives from school to music to sports he was there.

Now that will be no more.

"Unfortunately Kevin's kids are relatively young.

That will be the biggest thing is that they will have to finish growing up without their father," said Paul.

He called Kevin quiet, accomplished, and loyal as he would make it a point to pay visits to Toledo family members.

"He moved away, but he didn't move away," Paul added.

"He lived to help others," said Paul.
